24" HDTV / Monitor combination - Recommendations required

I have just bought a PS3 and am looking to buy a HDTV which I can also use as a monitor for my PC as there isn't enough room on my desk to fit both. I'm thinking that a 24" is the maximum size i can go to but if possible I want a 1080p full HD resolution. However I've been talking to a couple of people who have baffled me with talk of refresh rates and contrast ratios. I've had a browse on the internet and now my head hurts from all the jargon I've been reading.

 

2 Questions:

1 - Can anyone recommend anything I might be looking for?

2 - Would it be a better idea to buy a HD monitor for my computer and get a TV tuner?
