I can recommend Max Spielman in town. They will rephotograph you for free if there are any problems with the photos. Pop the photos into the main post office for them to do their check and send process and you should be sorted.

You can only submit digital photos online if you are renewing a passport and are recognisable from the previous photo. Otherwise you have to send in signed photos.
