Do you mean whos paying for them from the Library?...No one.

 

Or

 

Whos paying for them to be distrubuted free? In which case I should imagine ultimately the Tax Payer. Is this your point about the free for non taxpayers??

Bit of a weak argument really, considering what is paid for by the tax payer. I don't particularly like paying towards free collection of council tenants large household items, when I have to pay to have mine removed etc. but I do. I'm not saying that council tenants don't pay taxes, but ultimately we all have to pay towards something.

We don't have green bins here and I had never heard of the bags.

I've been hiding garden wastein the black bins too but think this is a great idea!
