When I was active in politics in Sheffield the idea was to make all these sorts of things free so as to make sure fly tipping wouldn't happen. I seem to remember a report that said something like for every quid the council spent on free tips they saved 150 on clean up. I remember when I was the chair of a tenants association ordering skips up from cleansing for the people without transport to dump stuff locally, the estate tidied up no end as did surrounding areas.

I'm sure you know its not just for the bags? The £1 is really for the collection service - who else will take away garden rubbish (even a small amount) for a quid?

The council still do 'bring out your rubbish' days, but they seem to be limited to areas that are mainly council houses.

They give the bags away for FREE. You get about 100 on a roll. They also take GLASS away for FREE. They also take PLASTIC away for FREE. Their rates of Council Tax are also LOWER. They still have WEEKLY bin collections. (:
