They should be cool enough to take the ache off her gums if it is her teeth, and as far as I can tell a kid has to be pretty darned unhappy not to want either of them.  Whether to take to the doctors - if I were you I'd take the temperature, do a check for meningitis rash just in case, dose with calpol if appropriate, and accept that you might have an extra little visitor in your bed tonight.
