I think what you mean is why do people put them on slow front wheel drive cars where they'll have no effect?

 

If you need a reason as to why people put them on any front wheel drive car then go look at the BTCC and ask them why they put rear wings on their cars, some of those are front wheel drive as far as I can tell.
