What makes you think that the Government you are blaming for the failure will suddenly be experts at running the railways?  I am not a leftie that wants 100% privatisation, I believe in a mix of both.  It takes a long time/money to plan and train for electrification, so I guess they all knew. But it has been shown that when train operators cannot make huge profits, the train companies can do as they please and just hand back the franchise.
