Think about it...  If you're infected, you look and act like a normal person, until the virus activates. When it activates, you bite (and infect) several people, and then you die. The people you bit before kicking the bucket; will not show any signs of being infected; until moments before the dormant virus in them, activates, turning them in to psychotic flesh munching monsters...
