I don't know how little they are (chihuahua's are more likely than say a border terrier) but a dog being taken by a buzzard is not something that would go unreported. But they will munch on young Pheasants in release pens given half a chance. Nets over the top hopefully keep them at bay.  Quite a few Buzzies around S35.  Angel1.
