Talk Talk is supposed to already have a pretty good backbone across the country, its their retail service that sucks.

If they are able to lease this out to other ISPs like they do their exchange connectivity, this could be a VERY good thing.

Spot on. Andrews & Arnold have been using Talk Talk in addition to BT for back-haul for some time now. And, in their words, "TalkTalk Wholesale is very different to TalkTalk Retail". Has the potential to be a great move by TT.
