That's why 17 year old kids can pass their tests. Laziness and lapsing of driving skills and a lackadaisical attitude to driving are no excuse. I'd bet at least 1 in 2 people with a full diving licence would fail a driving test if they had to sit one tomorrow.  People are stupid, they do act irrationally and general driving standards are well below what is required to pass a test. L00b   441 #11 Posted August 4, 2015 So long as vehicle speedos under-read, no issue with stronger enforcement.  As alchresearch correctly pointed out, it's not hard to stay at (or oscillate slightly below) a speed limit. Moreover, most modern auto and manual cars come fitted with a cruise control-limiter function these days.  In my experience, such initiatives have worked wherever I've seen them tried.
