It's in decline because of it's own processes. Scammers on both sides are allowed to operate without interference.

I know several people that have sold high value items and been scammed by either the buyer claiming it never arrived or saying it's faulty and returning a different faulty item.

Ebay have sided with the buyer in every dispute.
