If you mean the work outside, then could be this

From scc planning website

17/03812/FUL | Installation of 8 bollards | Sheffield Midland Station Sheaf Street

Bollards, yes, at the north end of the station to cordon off a section for rail staff parking. Asked the workers this morning. Major foundations just for that, though!

:D Installation of a few bollards is considered a major engineering project in this country. Expect serious disruption.

You like to find this work hilarious, however if you consider the attacks on public places in the last few years.

I would say that it is likely that the bollards being installed are being anchored very solidly into the ground to prevent Vans and trucks from ploughing into crowds of people or the front of the station.

I've seen Heavy Duty bollards in front of large stations in London this year. No doubt such Bollards would have prevented deaths in events such as the London Bridge and Paris Attacks.

I also assumed it was a security upgrade

These type of bollards are designed to stop a heavy vehicle travelling at high speed and are being fitted at at high risk locations all over the country.

They have quite a substantial heavily reinforced concrete base below them so do require a bit of work.

They are also currently being fitted around possible entry points to the Sheffield University Concourse.

Nothing to do with cordoning off for staff parking, you've been misinformed.
