Timber garage build looks wrong

I'm no joiner but what is being built next door (professionally) doesn't seem to look right to me.

 

I assumed 3.6mm plywood was not good outdoors and no drainage.

 

I might be way off here.

Might just be a base layer, they could clad it with ship lap...

It's the lack of drainage and run off of water I'm concerned about and what it's actually built on which is breeze blocks laid on their side bedded into soft ground.

 

The fact it looks like a massive rabbit hutch doesn't bother me, the risk of flooding our drive and possibly collapsing does.

 

Rules on timber structures are a bit vague
