The sums on this don't add up.

 

Some one on JSA or incapacity benefit is entitled to council tax benefit and housing benefit.

 

 

Not so; on (income-based) JSA, or Income Support, you get both automatically, but on Incapacity Benefit you do not. (I know. They're not paying it to us, despite my partner being on DLA as well as Incapacity!)

Some one on JSA or incapacity benefit is entitled to council tax benefit and housing benefit. However the legal minimum people need to live on is based on the JSA level of payments and the £25 or so difference is regarded by the council as "excess income" for calulating the above. This 65% of excess income is taken off housing benefit and a further 20% off council tax benefit, leaving only 15%. Also anyone on IB has to pay full price for presciptions which are free for people on JSA. So by moving people from IB to JSA if they have more than one prescription every 3 weeks it will actually cost the taxpayer more not less via the council and NHS.

 

Not entirely accurate, those on long term Incapacity Benefit get an additional Disability Premium in their HB/CTB calculation which increases their level of Benefit.
