Not only is a 52 week break necessary, the break is from any benefits claim e.g. job seekers allowance.  This was brought in by the Labour Party before the recession. It was brought in because house prices were going up and some people with mortgages were abusing the system. For example a high amount of equity could be raised. As ever, a small amount of people were abusing the system and everybody else is affected.  I've raised this with the current government on why people who have worked hard and paid their mortgage for years, who lose their job and can't get another job, or can't get another that covers the mortgage will lose their home eventually. All housing benefit stops 100% after 104 weeks.  The same person who rents their home will not lose their home because housing benefit is not time restricted.  These two sets of people are not treated the same therefore in my mind the government is discriminating against the mortgage holder.
