Sheffield original plumbing

I am reading a book which says Sheffield's original plumbing was "backwards" requiring builders to build the house's external toilets further away than the minimum requirement.

 

There is no further explanation to what "backwards" means. Has anyone else heard of this? :))

 

The book is called The English terraced house by Stefan Muthesius.

Just a thought ,people used to describe things as "backward " meaning a bit slow ,outdated .I don't suppose it could just mean that rather than some sort of technical term could it ?
