It also depends on the value of the business being transacted. Clearly activity matters, but more important is what level of income comes from that activity. One way to cover costs was for the bank to make loans and to sell insurance. After problems with sales of pensions, PPI and investments customers are wary about buying anything similar that used to generate big profits.  With very low historical interest rates the income that used to be earned by banks on credit balances has also fallen massively.
