I googled it and a really old forum thread came up first. It says theres a bye-law that means after 999 they go back to number 1, so its usually the start of a new road...

Yes, there's a 999 Ecclesall Road and- I think- a 999 Abbeydale Road too.

What about 999 Letsbe Avenue, I think it's a Police station.

It's "Letsby Avenue", in fact, and the name arose from a joke title that SY Police coined- only for Ordnance Survey/SCC to adopt it.

I think it's more to do with General Post Office rules (anywhere in the UK) rather than local government but you can blame SCC for everything else if you want.

No, because:
a. the GPO was abolished decades ago; and
b. numbering in Birmingham is not capped at 999.
