Are pear trees safe to prune in the winter months?

What about plum and cherry trees does the same apply?

I have 2 bronze Cordyline that I have had for 6 years now and they have both died of and looking around there seem to be a lot that have gone the same way this year, my neighbour had a green one which was 10ft tall and that looks dead.I think it was the severe frost.
