Ok, I haven't read every post in this thread.... got half way through and well, some people need to stop apportioning blame until all the facts are known.
I helped out on a water base in 2012 & 2013. The water is delivered in huge bowsers early in the morning, or at least that's the plan! It would be impossible to deliver it the day before as you are just leaving it unattended for anyone to tamper with the taps. Probably someone would find it fun to let all the water out overnight!!
Last year the water arrived at our base after we did, around 8am.... a little too close for comfort when you have thousands of cups to fill.
Anyway, the water supplier has a lot to answer for in my opinion and the organisers (NOT the council!) were obviously faced with a difficult decision and it seems H&S overtook common sense. The runners should have been told what the problem was and given the option to continue.
Well done to everyone who helped to give water out, it's great to see everyone mucking in
