  1. They can't pelase you can they? They've learned from previous experience, listened to local opinion, done lots of survey work so they know what the parking demand actually is and have made changes to the scheme to reflect the concerns people have expressed. They're also reconsulting in the areas which show little support (sounds similar to the Hunters Bar opt-out) What more do you want? If you want free permits, you're going to have to discuss it with your Councillors and get them on your side. They are the ones who take the decisions at the end of the day. They made a decision several years ago that there would be a fee charged for permits. That decision was re-affirmed when they increased the fee by £1 a while back A total of 22 people from Crookesmoor queried paying for permits, not a lot from around a thousand leaflets distributed. There doesn't seem to be a huge groundswell of opinion against permit fees and it seems it would need something like that to change the views that matter.
  2. It isn't in the PPZ. As I said in the original post, the Council are looking at residents parking schemes for other areas which have parking related issues, like district shopping centres. This is in response to public requests. When I was at the Council I used to get quite a few people from Hillsborough asking for residents a parking scheme because they are not happy with the amount of shoppers / workers parking in their street.
  3. I think that this is one which is being paid for by contributions from a Developer. Other than this, as I understand it, there has been no firm decision on which area gets residents parking next. Highfield would seem the next logical section of the Peripheral Parking Zone, but I know the Council want to look at residents parking in areas like District Shopping Centres, with Hillsborough prominent on the list of potential locations. Council resources are limited it will probably take about a year to do the surveys, consultation and design work for an area like Highfield, so you might not expect implementation to be till 2009/10 financial year.

  5. Fictitious entity?????? The PPZ is being implemented where it says - on the periphery of the city centre. That's where the problems are and that's where there is high demand for residents parking schemes. It has been implemented in the areas where there was highest demand (ie where there were most problems). The scheme is encircling the city centre one segment at a time.
  6. These are "Puffin" type crossings, the pedestrian green man indicator is on the push button unit, there isn't anything on the far side of the road. This is what the Government recommends for all new signalised crossings, so you'll have to get used to it. They don't have bleepers when there is another crossing close by on which pedestrians could be confused by the bleeps from the other crossing.

At this time of year, a lot of people do call at Meadowhall on their way home, or at some time in the evening, this often results in essentially two sessions of evening peak traffic in the junction 34 area. There are a lot of Areana events too, which doesn't help. Driving to a tramstop close by, like the Science Park at Attercliffe, and taking the tram for the end part of the journey might help. You can also look at the traffic cameras on the internet before you come out, to check what conditions are like : http://sccplugins.sheffield.gov.uk/utc/sheffcctv1map.htm There are lots of cameras around the Arena, Meadowhall and Junction 34, so you'll get a good overview of traffic conditions
  8. This is no secret, the Peripheral Parking Zone is designed as a demand management tool, which, by restricting the availability of commuter parking, will oblige some people to re-think their travel choices and use a more sustainable mode, ie public transport, walk, cycle, car share etc.
  9. The Arena trffic problems are largely because traffic arrives faster than the people on the gates can take money for the car park. It's always been a problem. This time of year, traffic levels are very high around junction 34 with lots of people going to Meadowhall, so problems are worse. Sheffield's traffic is, in fact no worse than other similar cities, if you look at the Government's traffic speed figures. Traffic signals are used to safely manage conflicting movements, and allow traffic out of side roads, which wouldn't get a chance due to heavy flows on a main road. Roundabouts don't work particularly well when there are heavy, tidal flows of traffic, so signals are then the best solution.
  10. You're forgetting a key fact. The capacity of most roads is governed by the capacity of it's junctions. The bus lanes usually stop before the junctions, so junction capacity is, in fact, not affected by the bus lane.
  11. There is an overturned lorry in a ditch at the summit of the Snake Pass. There are temporary traffic signals in place while they are recovering it. Wasn't causing any delays when I passed there at 8.30 this morning.
  12. There is no mechanism for compensating you for any loss of business. You and any other businesses affected need to contact the Council officers involved in the scheme and meet them to see what can be done to help. I'll PM you contact details.

  14. What's this about permit costs doubling next year? Permits have gone up a whole pound since they were introduced in the Broomhall scheme several years ago, which doesn't even cover inflation. Where have you got this information from, it's certainly duff?
  15. Second permits are now being issued in Sharrow Vale, they got them in Broomhill too. Permits do not grant you any right to park outside your house, if you really do need that facility, as has been already said, look for a house with a drive. For people with disabilities, the Council can put in a disabled parking bay outside properties in appropriate circumstances, however any disabled badge holder can use it.
  16. It's worth noting that the officers who are dealing with the scheme are pleased to help with minor changes where they can. However, changes which need for example, Traffic Regulation Orders to be drawn up or changed, do take time (and money) to process, so can take quite a while.

  19. As I understood it, resources were diverted into areas which related to policing priorities, ie those which had associated targets and indicators, burglary, street crime etc.
  20. How do you know what speed they were travelling at? I have yet to meet anyone who can accurately tell what speed vehicles are travelling at without a speed gun. Most people percieve that vehicles are travelling much faster than they really are. Pedestrians and drivers both have a duty of care. Once a vehicle has crossed the stop line on a green signal, the driver is entitled to continue across the junction if it is safe to do so. This problem often occurs in queuing traffic. The green man signal to pedestrians means cross if it is safe to do so. All parties need to look out for eachother.

The traffic flows on Ridgeway Road here are enormous at peak times and there is significant queuing on the main road (you can't see the end of the queues from Gleadless Road, so you may not appreciate just how long these queues are). Any increase in time to the side road takes time away from the main road and the queues build frighteningly fast. Gleadless Road is the minor road so has to give way to the Ring Road. People coming out of City on Gleradless Road don't make the most use of the two available lanes, so don't help themselves as much as they could.

Much of the pothole problem is due to the fact that the Council have spent the money on things they consider to be higher priority than road maintenance. 20 years of underfunding will not be cured anytime soon. General underfunding by the Government is also a national issue, with most Councils reporting a considerable backlog of road repairs. There are always more demands than money available, if people don't want to pay higher taxes, this will always be the case.
  23. To allow signals to work properly in demand responsive mode, all of the vehicle detectors need to be working. This can be expensive and the Council's budget is limited, so often they aren't fixed, so at quiet periods you will see signals running to side roads when there is no traffic. Also to maintain co-ordination between adjacent sets of signals, it is often better to have them working in a fixed sequence.
  24. The traffic signal controllers aren't "smart" enough to remember where they were in their sequence when the tram came along and demanded priority. Therefore they have to go back to a fixed point in their sequence, which is usually the main road. If you want, I can provide contact details for a Council Officer who could explain the workings of the signals in detail. PM me if you want them.
  25. The amber to red change period is the same at all sets of signals. However, the time between losing green one one appproach and green commencing on another conflicting approach (the intergreen time) is set in accordance with the time which vehicles take to clear the conflict points at that particular junction. Therefore the intergreen time will vary between junctions.
