All Lord Mayors are chosen in this fashion and have been probably for decades. You do realise that, dont you? Oh and it could only have been a Green one this year due to the rota system. Perhaps go and read this thread properly.

There is a quota as such, on a simplistic level if the Labour party have half the seats and the Tories have the other half then 50% of the time the Lord Mayor will be a Labour elected member and the other half of the time it will be a Tory one. This year it was the turn of the Greens, who hardly have huge pool of elected members to pick from.

Indeed, there is probably a reason why previous Lord Mayors were quiet - because they knew it was a ceremonial role which carried no political clout whatsoever.

He may have been referring to the Green's quota for how many times they get one of their elected members as the Lord Mayor. Or maybe not.

Not quite. If you ring a 0114 number you are, believe it or not, charged accordingly for a 0114 call. So in this instance it is fine. Other numbers yes, but again depends what the number is that has called you. The highest rate premium number in the UK is £1.50 a minute. International calls can be a lot more. But you certainly cant ring a 0114 local number and then be charged for an international one or whatever.

Sorry to be a cynic but why was this detail omitted from the opening post and the petition page?

There are things available that can mask a number and make it look like you are calling from a real number, but it does nothing when you call it back. I really wouldnt worry about it.
