stuff have you actually been to the dom rep and if so where because i have and didnt have any problems with locals,as for armed guards they are there for your reassurance and to placate the travel companies and are present at most resort hotels around the developing world largely due to the lack of a reliable local police force,they are armed in some cases but guns are common place for security guards in alot of countries and it only seems dramatic to us brits, i have stayed in mexico many times and all hotels have guards but the streets are as safe as anywhere in the world there are no hoards of robbers and murderers waiting to get in.
