My router often trips between 7pm and 8pm if I leave it idle for 10 mins, the suppliers of BB only have so many IP's, generally not enough for all their customers. Buffering issues can be simply because of the contention ratio of the line, usually 50 users per line I believe, so at busy times you just don't get the bandwidth. Quality, many broadcast companies bought films years ago,a) they were originally low quality due to when produced, b) they are converting some from letterbox to widescreen, c) they stupidly use lossy compression. Many other reasons too.
