There's moisture tabs within a laptop. As soon as you open it up it will be obvious. Even without the tabs it's easy to tell. You would need to completely take it apart, thoroughly clean it then put it back together.

It's a lost cause when the laptop won't turn on. You might be lucky and it might have just damaged the power board. However, it's more than likely to have ruined the keyboard and the motherboard. Check the boot order, make sure you don't have any USB drives connected or even empty USB cables. That used to drive my old MSI board mad. If that's no good, disconnect the drives inside and see how long it takes to get past the POST screen, then add the HDD back and see if it's the same. Carry on until you find the problem.
