  1. The council tax rules say that a person is exempt from council tax if they have a ‘severe mental impairment’. It says that "a person is severely mentally impaired if they have a severe impairment of intelligence and social functioning which appears to be permanent". To get this you need a doctor to sign a medical certificate that says you are severely mentally impaired and get one of the following benefits: DLA with the middle or highest rate care component Personal Independence Payment Daily Living Component (standard or enhanced rate) Attendance Allowance Severe Disablement Allowance Employment and Support Allowance Incapacity Benefit Income Support or Jobseekers Allowance with a disability premium Working Tax Credit with the disability element This was on the news this morning and I haven't had time to really look into it, but I do know......... 1/ this is not upto the council to decide if they action this, IT IS THE LAW. They MUST award it to you . 2/ This can be BACK DATED, so if you were in this position three years ago they OWE YOU FOR THREE YEARS. Rate deductions are as follows - A person living alone with this condition 100% rebate. In other words YOU should not pay council tax. Two people living in the same house/flat etc. where one of you suffers from mental illness - You get a 25% reduction on your council Tax. THIS IS LAW, don't get fobed off.   2. P&B (Food) Ltd is recalling Heera Punjabi Wadi because it contains undeclared gluten and soya which are not mentioned on the label. Getting a "Mobility" car willl cost you at least the money you recieve from pip £232.00 (some cars are more expensive so you would also have to contribute to it out of your own pocket) but this cost includes Insurance, two new tyre's, a car service and a break down service. but your restricted on milage, anything over 12,000 miles a year and you pay something like 12p a mile (used to be) When the car is returned after the 3 years they go over it with a fine toothed comb and you will have to pay for any damage. Getting your own car you'll have to insure it, pay for services etc but you will still have the £232.00 pip payments. It's a long time since we had a car from/off mobility so some info may be out of date. I would go for getting my own car if you can afford it, talk to your bank if you can't, for a small loan to be acceptable in my book it would have to cost less than the £232.00 pip Plus insurance per month over the 3 years - let's say insurance works out at £50.00 a month Plus Pip = £282.00 per month - You can get a very reliable car for that kind of money, and OWN it in the end.

  5. My last review was at home, I didn't notice it taking any longer in 1/ waiting time and 2/ the length of the interview. Mine was arranged by "Manor & Castle" advice/help centre" so I'm not sure how it was done, one thing for sure is you need someone with a title or company behind you, though a Doctors letter may do it (he/she is titled) It's sad to say, but I believe when individuals apply it gets knocked back just for the fun of it (and to see if you really need/want it enough to re-apply/appeal) but with a name behind you their more likely to take an intrest.

There was "The County Arms" a Cider pub in Gloucester (sadly gone) where I used to drink, A great pub, farmers would sell "Rough Cider" straight out of the back of their land rovers, bring your own bottle -6d a quart (2.5p and 2 pints in todays money) it was green and cloudy with a kick like a mule.

The video " Powers of nightmare" Is pure Muslem propaganda, I watched 20 mnutes of it and was disturbed, I don't think It's wrong when it talks about the " American Dream of wealth", but Christianity is an older relegion that promotes sharing, and working together to create a caring, sharing community. I believe we are all are now, selfish to some degree, as for conspiracy theories - Do you honestly think we are still in AUSTERITY with the Gov. spending £60B on the London underground (just finnished) another £60B on another underground line to be built before the £60B plan for HS2, AND THEN COMPLAIN about the £2B spent on an aircraft carrier, but give themselfs a payrise of 10% plus. The only ones tightening there belt in his country is the working class (as usual) Funny how it all comes to £60B.

The costs that have been exposed so far only refer to those incurred by the Department for Work and Pensions (DWP) and do not include money spent by the Courts and Tribunals Service, which carry out the appeals. Atos & Capita given £578m so far for assessing people for PIP since it launched in 2013 The Government spent £1,166,459 trying to take benefits from ESA claimants between January and March 2016, and £2,069,849 in the same period this year – a 77 per cent rise. I posted the finding of this enquiry in the Disabled section on here in May The UN Inquiry into the Rights of Persons with Disabilities in the UK Published Monday, March 6, 2017 This Commons Library briefing paper provides information on the inquiry by the UN Committee on the Rights of Persons with Disabilities into the impact of Government policies on the rights of disabled people since 2010. The UN Committee inquiry At the end of August 2015, it was revealed in the national press that the UN Committee on the Rights of Persons with Disabilities (CRPD) was to conduct an inquiry into the impact of the UK Government’s policies on the rights of disabled people. The inquiry was conducted under the Optional Protocol to the Convention on the Rights of Persons with Disabilities, to which the UK has been a signatory since 2007. The Optional Protocol allows the UN Committee to investigate a State Party if they have received reliable evidence of ‘grave and systematic violations of the Convention’. The UK is the first country to be investigated by the UN in relation to this Convention. The Committee's findings The Committee's report, published on 6 October 2016, found that Government reforms*had led to ‘grave and systematic’ violations of the rights of disabled people. The report emphasises*the impact of changes to Housing Benefit entitlement, eligibility criteria for Personal Independence Payment (PIP) and social care, and the closure*of the Independent Living Fund. The Government's response The Government published a robust response alongside the publication of the Committee’s report, stating that it “strongly disagrees” with the findings. What next? Like other UN human rights conventions, the CRPD does not contain any mechanism that allows the Committee to enforce its recommendations. As the Government’s response to the report rejected all the recommendations made, there are no more official steps in the process.   11. No, the person who pays for the car ( the disabled person,) must register the car in their name, this is a three year contract with Mobility and as such the car is rented to the disabled person, a named driver can drive the car, and is insured under the scheme (if Mobility except that driver)
  12. This is why the REG. say - "The vehicle must be registered in the disabled person’s name or their nominated driver’s name". I never said or implied you could have two cars.

Not according to the Gov. paper I've linked to in post No11 (above) What this means (I think) is - A car on mobility will be regestered to the disabled person, but If your son/daughter anyone else wants to claim free road tax then they must be regestered as a nominated driver for/by the disabled person.

I know what I'm talking about, but everyone makes mistakes sometimes, You are correct, you can pop down the shops etc for the disabled person. you can't use it to go to work. Don't get me wrong, he has no problem paying the card, he just couldn't understand why the first payment after he'd paid £100.00 more than required was always higher than the previous months payment I use the spreadsheet methord as well lol. but my mate is not computer savvy.

I've never heard of a tribunal being held at the courts, I'll take your word for it, in that case I'd head for the moor and ask the driver to wait while i made sure the mobility scooter I'd rented was avalible. I'd have no choice, and if I can't get the scooter into the court house I'd have to refuse the intrview on the grounds of access. ---------- Post added 17-08-2017 at 19:10 ---------- If they make access to these tribunals hard, you do have a right to change the location.

  20. As I can see, based on the statments I've seen for every £100.00 he pays, 80/90% is intrest. The total amount owed is reduced by the extra payment + on the following statement, yet the payment goes up, on the statement after this one the payment does down to what he had expected it to be a month earlier. He has phoned the Co. but could not understand what he was told. deliberately confusing he says. Isn't it law that any intrest rate incease must be preceded by notification? he has not been informed of any intrest rate increase. Because the minimum payment includes a token payment off the total amount owed, plus all intrest and charges one would exppect payments to go down every month (unless he used the card). Which is what happens - unless he makes an overpayment then the following payment goes up, then drops on the next statement.

  22. A mate of mine was hoping I could tell him why is payment went up the following month when he paid over and above the min Payment. He showed me two statements. Statement 1 was a min payment of £110.00 he paid £220.00 yet his next statement went up £10.00. Statement 2 (last month) the min. was £107.00 he paid £187.00 yet his next payment is £117.00. I thought I was good at maths, but this has got me. Any ideas please. NOTE - No purchases were made between payments.

Dla and pip are two different benifits, I presume your claiming pip now! if not put in a claim asap. being refused for one does not mean you will be refused the other. likewise getting one does not mean you will get the other. These test centres all seem to be a long way from a bus stop, one would almost think it was done delberatly Q, how did you get here, A, by bus, Reply you failed, you can walk too far. Yes your payments will be backdated to the time you applied. ---------- Post added 14-08-2017 at 20:55 ---------- If he was your adviser he will know the rules regarding walking, and he should know of your inability to walk, this test centre is one of the best for getting into as if you drive around the back you can cross the pedesterain area and be dropped off right outside the door, he can then go and park up and meet you inside. (This is the one behind Argos isnt it?) he didn't do you any favours parking where he did.

If you are on high rate (enhanced) mobility, meaning you have GREAT difficulty in MOVING/WALKING etc. you can't get your rubbish bins collected and returned, you can't keep your disabled bus pass after the age of 65 (meanng you have restrictions on when you catch a bus. and no travel on trains without paying. If your on the enhanced rate of Daily living , meaning you need help washing dressing, preparing food etc. you can ask for your bin to be collected and returned, you can keep your disability bus pass after the age of 65 giving you unrestricted access to buses and free travel on trains in your area. Surly BOTH groups should be entitled to have there bins collected and have unfettered access to buses and trains.
  25. If you can't walk 20 mtrs you should be on the enhanced rate, that on it's own qualifies you. I'd appeal, but remember you can lose the lot. This is what they rely on to stop people appealing. At one time 80% of the people who appealed WON their case (not sure what it is now, but it's around the same). With enhanced mobility payment you can use it to fund a car, get a blue badge, get free road tax on a car you already own (but, the blue badge CAN'T BE USED WITHOUT THE DISABLED PERSON BEING IN THE CAR.
