Thank you for replies,but why,when a sign states no dogs,(however much you may disagree with this)it is considered to be O.K. if the dog is on a lead?

I am a regular visitor to a cemetery in Sheffield.There is a notice displayed on the gate stating that dogs should not be taken in to the cemetery.I have encountered dogs there and find it disrespectful when a dog comes running up to the grave I am visiting and the owner cheerily shouts that it won't hurt me.Is there really nowhere else that a dog can be exercised?It is about respect and consideration for others who want peace and quiet to remember those they have lost.
