You can get the DVD image from a torrent site. Just search "Windows 7 Home Starter torrent". You need a torrent client to download it. Once you have the .iso file, you can burn this with an Image burner like this one. Throw the dvd into your PC and enter the Key when it asks for it.

You should be able to a normal VGA (monitor) cable to connect your laptop to the tv. Apart from that there are a couple of USB to HDMI adapter online, but the sites don't really look trustworthy. Another option would be to go USB to DVI and then DVI to HDMI, which would mean 2 cables.

My suggestion would be to sell on craigslist rather than on ebay. I got rid of my stationary cycle on ebay for 150, and hab to pay 14 quid commission, which I wasn't happy about.
