This is true, but 'normally' they game makers tweak the game to make up for this, but a lot of the games do not get tweaked. it was the same for games like Mario Kart, you would notice that you have can get a faster lap time on an NTSC version than you could on a PAL version.

Whether a drive indicates or not, you as a driver should be aware of your surroundings and be ready for any eventualy that happens around you. So if the driver in front turns left without warning, it shouldnt be a problem.
