But the same 'condusive environment' is open to everyone, yet not everyone becomes 'self made'. Some greatly succeed, some greatly fail, and most of us muddle along to various degrees in the middle.
So there clearly IS something about how different individuals respond to the condusive environment around them. It is each individuals combination of skill, vision, determination, (and an element of luck), that seperates the self made from the rest.
To suggest that people are primarily a product of a government-provided environment is simply false.

Old John wasn't above earning a few quid in his time. I'm not sure a lot of it went to help the starving poor, but I could be wrong. I was the youngest of a very socialist family in Sheffield as a kid, until I joined the Royal Navy, which was conservative to the core. I found most of the middle class were too, not monsters at all, just trying to make a living like you and me. Many ran small businesses, which employed good skilled people without having the unions trying to break them.

In a previous thread the OP (or another alias of, the posting style is very similar) claims he had a huge inheritance and gave it all away to make his own way in life. Now he wants everyone else to do the same.

Each to their own, you make your decisions and have to pay the consequences. There are quite a few people, or rather people who class themselves as Conservatives, at our meeting rooms and they generally get short shrift. They never have friends and tend to see everyone as a competitor, even their wives and members of their own family. They are the type of people who want state-financed services of support but once they have directly benefited from state handouts they want the drawbridge pulled up so nobody else can benefit from the services. Those sketches are greatly amusing. The sad part is that they would not be funny in the slightest if such people did not exist. Unfortunately they do exist in quite large numbers.
