What salutation should I use when writing to a policeman or woman?

If you know their name, Dear PC Whatever (or Sargent Whatever or Inspector Whatever etc)

If you don't know their name then I would suggest Dear Sir.

I do not know who I am writing to. I found a pair of reading glasses in town the other day. I popped them in my shopping bag and forgot about them so I will just drop them in the post now.
