2969696 used to be the Concept House switchboard but that number is no longer in use. HMRC doesn't want you to speak to individual officers or offices, they want you to ring their call centres.
Go online and check the "contact us" part of the website, it will give you different numbers to call depending on your circumstances i.e. whether you are an employer, an employee, enquiring about tax credits, want to report a moonlighter etc etc
