the thing that is sewn to the top of curtains that you attach hooks to and then attach it to the pole ( it usualy has 3 hieghts for optional length

It's header tape- available in several depths dependent on the weight of the curtains.

I thought you attached curtain hooks to the curtain rail (once you'd attached them to the top of the curtain).
