Who do I speak to about parking problems near a college?

Okay, technically, it is classed as Rotherham, but since there isn't a Rotherham Forum, I'll come here

The point concerns a road (Boston Castle Grove) leading up to Thomas Rotherham College. It is a rather narrow road, and can only really fit two cars side by side at a push. Recently (September), there is a continuous single yellow line which has been painted down the side with signs stating that no one can park on the side of the road between 8am and 5pm.
This was mainly done to keep the traffic flow steady (it gets very busy around 4pm as this is when the majority of students finish college) and to act as a detriment to stop students parking on the kerb.
At first this seemed to work, the road wasn't as congested, however in recent weeks, parents, students and even driving instructors (!) find it acceptable to start parking along the kerb to pick other students up at 4pm. As you can imagine, this causes heavy congestion and takes a long time to get up and down the road since people going up and down are forever having to stop behind the parked cars and give way. Is there anyone I can ring up to resolve this, as it's getting really frustrating, and almost a race to get out of college at 4.

Well, you know what they say about students having no common sense...

You should go away Lucy, have a long hard think about it and then ring them. I'll give you a few clues though who you shouldn't ring:
  • Mcdonalds
  • Your college
  • Carphone Warehouse
  • Wetherspoons
  • The police
  • The hospital
  • The jobcentre

There, that should rule out one or two, now all you need to do is think about who maintains the roads (I can say that as it's in Rotherham) and who polices parking on public roads.

yeah looking back now it does seem a daft question. Thanks ever so for your helpful and witty reply. And apologies for not knowing everything. Guess I must be killing off more braincells than I thought with the constant drinking/partying every night, as students do. No worries, I'll not bother asking for the help next time.. Ta anyway though

If it says no parking, and they are just waiting, then are they even breaking the law? Doesn't parking involve leaving your vehicle?

It depends on the actual signs/road markings I guess, and whether people are breaking other rules for example parking on pavements, obstructing junctions etc.

The council are the best people to advise on whether anything can be done.
