Apparently somewhere near the top - which doesn't say much for the other councils round here

I find it a bizarre statistic too - goes to demonstrate that using league tables to demonstrate which is better is a deeply flawed idea.

What is the basis of these statistics and how is the raw data compiled? Is there any improvement since 2003 and what factors have been taken in to consideration.

Have a look here and it might help explain why Sheffield City Council has an 'excellent' rating.

For those who are interested, here's the Forum link on the state of Sheffield's roads.
http://www.sheffieldforum.co.uk/show...5&pagenumber=1

And by the way the Poll on that thread demonstrates conclusively the the quality of road maintenance leaves much to be desired.

I am therefore at a loss to understand the basis upon which the Council has scored in this area of competence.

From the SCC website: resurface 30 km of road each year
... in 2.4 million sections.

On the SF thread only 8 out of 113 people voted they were satisfied with the state of Sheffield's roads

The Audit Commission has published its third comprehensive performance assessment of English councils. Local authorities were given scores of between 1 (the lowest possible score) and 4 (the highest) on key services - including housing, social services and education - and then ranked as one of excellent, good, fair, weak or poor.

Thursday December 16, 2004

Sheffield
Overall 2002 good
Overall 2003 good
Overall 2004 excellent
Council ability 4
Core service 3
Use of resources 4
Education 3
Social care adults 2
Social care children 3
Social care star rating **
Housing 3
Benefits 3
Environment 3
Libraries and leisure 3

By my reckoning, out of 150 councils, 41 scored 'excellent'.

Do you know what criteria and evidence was used to reach these conclusions?

cgksheff that sounds an amazing record; nearly ONE third of 150 councils have been scored as excellent on their key services. As this is by your reckoning, what information did you use to reach this conclusion?

I took the information from the 'Society Guardian' website which showed the 2004 results for the 150 largest councils.
Of the 150 councils the assessments were:

excellent...41............27%
good........60............40%
fair..........33............22%
weak........15...........10%
poor..........1..............1%

I have assumed that their data is correct and have not cross checked with the CPA website.
