The printing and production costs would be relatively quite high for such a small document - special paper, watermarks, and now that microchip (although the high print run would bring unit costs down). Although, anti fraud cost could be also put under the production costs given that most are placed on the passport within it's production. Anyhow, thanks for the link. Still, I go by initial comment, that £80 is not bad when you consider all the other costs and the fact the passport is live for a decade.
