Consent to open a shop / business

Hi everyone,
Just a quick question to pick anyones brain!

If part of a property was once used as a shop (5+ years ago) and someone wanted to start using the space again for a commercial business would they need to re-apply for permission / consent or would they be able to do so automaticaly without any residential neighbours being able to object?

There are no other near-by commercial properties on the same road (the closest are 3-5 minutes walk away) and it is a private not a main road.
The current owners are considering using the space once again as a commercial area & we know that several of the closest neighbours to the property are concerned that they will have no option or ability to raise concerns over it being used again. Surely if people have purchased or comitted to renting a property for a long term this alters part of the reason they have done so in the first place and must be taken in to consideration. There is also a property directly attached the house in question.

It was not formaly used for any kind of eating establishment so we do know that they would need to apply for A3 consent to open a take away for example and this is usualy a lot harder to obtain.

If anyone has any knowledge regarding planning / council consent, please pass this on! We have looked on the council website and have sent a quick enquiry to sound them out but are just awaiting reply - so guys on here may be quicker!!!!!!!!
