plus also when you come to sell the car and somebody sees the engine bay is spotless they will twig on and wnt touch it wi a barge pole, also value of car will drop when you try selling it if ppl find out.

I disagree, a spotless engine bay does not indicate steam cleaning, it indicates that someone has taken care of their car, a mate of mine cleans his by hand. If a car engine bay is clean and spotless, it shows the car has been looked after, thus the value could rise, knowledge of it being steam cleaned on the other hand is a different matter, the value will drop, for the reasons stated above. Don't judge a book by its cover.

yes but most ppl these days suspect a steam cleaned engine bay, and 9 times out of 10 it will be steam cleaned, would be able to tell straight away if the bay is cleand and the cars bodywork is dull and looks scruffy.

It would be pure madness to clean your engine bay, something no one sees, and leave the outer bodywork scruffy which is seen ever day.

but where does this state its for a car sale?

Also what's to say its not to "find a leak"

many times, if there is a LOT of oil/general engine grime, chances are an oil leak is a lot harder to find while that dirt is still there.

Clean it off, oil leak easily found.

Sorry cant help you with where to go though.
