This is the address of the server holding your emails.

It will be something like: pop3.<insert_your_ISP>.com

There should be a page in the help section on your ISP's website, with instructions. Who's your ISP?

You might prefer using its successor Windows Live Mail - available free, with other optional services, from the Microsoft web site - though the setup process is inevitably much the same.

Harry is right - Outlook Express has been effectively replaced - even MS don't recommend you use it any more.

It also has a bad history of security issues.

Try downloading the Thunderbird email client instead.

I'd recommend Thunderbird too; however, you'll still need to find out the pop3 info. Unless you want to setup a web-based e-mail like gmail.com (which you can then use online in a web-browser, or in Thunderbird).

If you need to find out the pop3 address you mentioned, best to check on your ISP's help pages.

Good luck!
