Buy a new one the idea of trying to repair a scart lead sends cold shivers down my spine. My usual trick is I bend one of the metal pins which means you get a faulty connection so last ime I went past Bardwells on Abbeydale road i picked up a couple of new leads so I've got them ready for my next ham fisted mistake.

It's easy enough to re-solder. If they are good quality leads then they are worth repairing.

They can be resoldered, but you'll have to make sure you map the pins correctly!

you can buy scart leads from any 'poundland' or '99p store' in the city center

If the scart lead is plastered in to the wall then rather than ripping it out you can just buy a new lead and not have it pastered in. The old lead can then have one end cut off and with a bit of careful persuasion it can be pulled out.
I must say though I've never heard of a scart lead being plasterd in as that just seems to be asking for trouble especially as I know from bitter experience how easy it is to damage them when changing equipment and having to un-plug the re-plug them in.

Yup. For next time, if you want cables through your wall, plaster a socket into the wall, not the cable itself.
