Recommendations for Net Nanny/Safe Surf-type software

I've never been a big fan of this type of software (apart from anything else, it never does quite the job it's sold to do), but as it looks like we will be fostering soon, I have to put a safe computer usage policy into practice, and would like to include some sort of porn-blocking and usage-logging software in this.

Does anyone have recommendations for a suitable package? Ideally something open-source, but I'm open to suggestions as to what is the best one out there.

(For the record, we will also have the computer in an open area where we can keep an eye on things, but I would prefer a belt-and-braces approach).
