I dont claim to be brainy so dont know the answer to this,
if two sounds happen at exactly the same time one louder than the other, will the softer sound add to the louder one making it a higher volume of noise or will only the louder sound be measured

Yes! An example being that a room can get gradually noisier as more people enter it, and the latest to enter will not always be noisiest.

I mean two single noises such as a bang with a louder bang both at the same time, does one noise contribute to the other to make it louder or is only the loudest measured because it drowns the other one out

It's theoretically possible for simultaneous noises to cancel each other out, but the chance of it happening randomly when two noises occur is so small as to be completely ignored. It is, though, the basis for some attempted technology that can reduce incoming noise by creating a noise wave that will cancel it out.
