With one that I used, you had to pull the trigger thingie on the wand before you switched on the washer. If you switched on, then pulled the trigger, it wouldn't work.
I found that if I left it alone to sulk for a couple of hours, it then worked OK. I assumed it had some sort of cut out, which took a while to recover!
There's also usually a switch on the box which turns the power on.

Not really, I borrowed one once and rang my friend to tell him there was only a trickle coming out. Hence, I now know that there is a separate switch on the machine itself.
