I first heard about this about a year ago, then I saw the article on the BBC news website..

They have since (today) released information stating that homes should also be able to benefit, in this latest article here

Sheffield has fibre now with Virgin. Ok, it doesn't reach everywhere in Sheffield and it might be coaxial up to our houses but it is super fast and we're getting 50mbps to our doors this year.

This is a load of rubbish. BT will have plenty of spare duct space for fibre networks, There's a four inch duct running down our lane that has one 50 pair CU cable in it that can't be an inch in diameter.

There were at least two 97 fibre mega-stream 'ring mains' round the city in 1993 so will be several more now. The real problem is that 'domestic' fibre installation just isn't worth the investment, and another is the BT own most of the duct space.

VDSL is being installed in South Yorkshire soon anyway. First houses are supposed to be going live next year. We'll see how close to schedule it stays but it will be FTTC (fibre to the curb) with copper to the house.

Is this part of the 21CN initiative by BT?

No it's nothing to do with BT 21CN. BT 21CN will bring ADSL2+ to the entire UK which isn't particularly great. South Yorkshire is getting a VDSL network (look VDSL up on Wikipedia) which is far superior to ADSL2+. If it's successful it may get rolled out in other areas. It will be rather impressive once it's complete.
