Yep. The FAT is destroyed (though there are two copies stored, only one is deleted - unless it's only HDs that use this feature), this makes it relatively easy to recover.

There are ways, though in no way guaranteed to work. Mainly due to the fact that a full format deletes both copies of the floppy's FAT) . Recovery is then dependant upon the files being in a none fragmented state (ie sequential tracks and sectors of the disk) as new FATs have to be built
