How old are they?
Goblins strike me as cheap and easy but if they're a bit older how about an accident prone cut-throat barber, shirt, apron, and facepaint with split in neck.
You can make a really good fake skin with vaseline and talc mixed together and put makeup or face paint over it which would do a great job of the split neck. However, this is no good for parties because the vaseline gets too warm and melts, for trick or treating in the cold it's perfect.
Also The Joker from Batman, jazz up an old suit or mad turn ups on old trousers with funky coloured hairspray stripes, an old smart shirt and so on coloured spray on the hair, face paint on the face and a trick flower etc.
Darth Maul -The red and black guy from the new star wars films, face paint and plastic vampire teeth with a black sheet - very complex painting but I can do that, then you use the chopped up vampire teeth and a spot of gloy gum for the sticky up horn things.
I should offer a halloween face painting service shouldn't I?
