Why report them to the council, it's a private landlord.
Contact the landlord, the tenants are in breach of their tenancy:
Standard Shorthold Tenancy Agreement:
"4. THE Tenant will—

Not do or suffer to be done on the Property anything which may be or become a nuisance or annoyance to the Landlord or the occupiers of any adjoining premises or which may vitiate any insurance of the Property against fire or otherwise or increase the ordinary premium for such insurance"

Not only that but a Notice served under (discretionary) ground 14 in Schedule 2 to the Housing Act 1988 might give L right to begin immediate possession proceedings.
Ground 14
The tenant or a person residing in or visiting the dwelling-house:
(a) has been guilty of conduct causing or likely to cause a nuisance or annoyance to a person residing, visiting or otherwise engaging in a lawful activity in the locality, or
(b) has been convicted of:
(i) using the dwelling-house or allowing it to be used for immoral or illegal purposes, or
(ii) an indictable offence committed in, or in the locality of, the dwelling-house.

it is a stressful day when moving home and tempers can soon boil over but as for anti social behaviour in the first day does seem a bit early to judge or do you know of them from their past

Yes but most people wouldn't want to move and give such a bad impression to neighbours. The op states they are well known to the area for the kind of behaviour they are exhibiting now. I don't think they will change personally.

I think most adults can manage to move house without resorting to foul language, anti-social behaviour and fighting. (well not all 3 of them anyway...)

Ok so we now have litter,lots of young hanging around and still the same as 1st reported....whats that class as? and would you like this at the side of you???

Its good for young kids to play on street like we use to, whats the point in staying home whole day playing video games, young ones cant do anything right can they in your eyes, how much litter can it be by a few kids?? stop making mountain out of molehills. i would love them next to my house so my kids can play with them instead of playing on PC,

Contact their landlord and tell him/her that you're complaining about the unacceptable noise and behavior of their tenants. If that fails contact the police... which might cause friction between you, but that's something all of their previous neighbours will have gone through so it's probably inevitable anyway.
