Well... Rates were levied on buildings and based on how much a property would cost if it were rented out. People thought this system was unfair because it meant an old lady living alone would pay the same as an entire family next door which might have three or more wage earners.
Poll tax was levied on every registered voter - sounded a lot more fair but a lot of people refused to pay it so it resulted in chaos.
Council tax is what we have now. I'll have to leave that to someone else to explain though... I think it's based on the area you live in but I'm not too sure. I was hoping someone would explain it to me!
EDIT: I've just found out that council tax is based on the size/value of each property.
