I'm not sure that a community murdered Lee Rugby, I think those guys acted independently.  I'm not sure that the minority communities of which you speak actually groom people, I think that's more down to small groups of (mostly) men.  I'm not sure that forced marriage or genital mutilation is caused by communities, I think it's more a cultural problem (in some cases even a religious problem).  It could be argued that there are aspects of cultural influence in any of the above but I can't see how communities can be to blame.
